교육과 휴양
급변하는 현대사회에 대응하기 위한 지속적인 직능교육과 더불어 재충전을 위한 휴양의 중요성은 점차 커지고 있다.속초 공무원 수련원은 교육과 휴양이라는 두 가지 목적이 한 장소 안에서 이루어져야 하는 시설이다. 도시의 일상에서 벗어나 자연 속에서 구성원들의 교육, 휴식의 시간을 자연스럽고 편안하게 경험하는 것을 계획의 목표로 하였다.
Education and Recreation
The importance of recreation for refresh is getting more important. The Sokcho Trainning Center for Public servants have two main purpose, education and recreation and it has to be mixed in the one place, We have goal to plan and make those spaces to move away from the city life and experience the time of recreation in the nature in the comfortable environment.

대지의 조건, 숲과 지형의 보존
부지는 평균 경사도 18º로 남측으로 흐르는 경사지이며, 서측의 침엽수림과 원 지형을 최대한 보존 활용하는 방법으로 숲과 진입공간을 조성하고 4m 정도 레벨차가 있는 테니스장의 경계부에 신축동을 배치하였다.
경계를 이루며 뻗어나가는 배치를 통해 신축동은 보존된 숲을 향한 조망을 갖게 되고 기존동의 조망도 유지될 수 있다. 또한 조성되어있는 현황레벨을 활용한 단면계획을 통해 토목공사량을 줄이고 숙박동의 1층 부분을 브릿지로 처리, 우기 시 자연배수로가 되는 건천도 유지할 수 있었다.
The requirements of the site. Preservation of the forest.
We have planned to preserve the original topography and reuse it, making the entrance and make a new building in the border of the tennis courts which have 4m height difference . These building which makes the border can get the view of preserved forest and the old building as well. Plus, We have reduced the amount of earth work by carefully design section plan that cared the current level. We could also maintain the natural stream in the rainy season by building a bridge to the accomodation building.
연결된 통합적 풍경
기존 수련원 보다 바닥면적이 850m2 더 크고 지상 4층으로 낮게 계획되어야 하는 신축동이 위압감 없이 기존 풍경안에 자리잡기 위해서는 건물이 하나의 독립된 덩어리로 존재하지 않고 부지 전체의 내부공간과 외부공간을 연결하는 통합적 풍경으로 만든다
,입체적 경계로서의 건축
사용자들이 진입에서부터 기존동에서의 체크인, 객실로의 이동, 연수시설에서의 교육, 식사를 하고 여흥을 즐기고 숲을 산책하는 모든 경험에서 수련원의 전체공간을 하나로 연결되고 통합된 풍경으로 인식할 수 있도록 지형의 흐름을 따라 자연스럽게 공간들을 배치하고 이를 입체적이고 연속적인 동선으로 연결하였다.
Connected Landscape
We must build the new building 850m2 larger but in a 4th floor in order to match and look harmonically with the original trainning center. And we also made the building looks more unified with the landscape by making those space stays not in a individual mass but spreading those masses throughout the site, but on the other side connecting those spaces inside and and outside.
Tridimensional Border
The whole spaces in the trainning center is located naturally following the geometrical flow of the site and put the spaces cubically and made succesive circulation so that the visitors can recognize the whole space as a unified landscapes by all the experience in the trainning center such as education, having a meal, or enjoying the relaxing time.
